Structuring Issues in Small to Medium Sized Enterprises
We can define the concept of organization as "the arrangement of socio-technical systems and the structure that has arised as a result of these arrangements.” The earlier part of the definition includes the idea of flow organizations that means where, in what order and by which instruments the permanent duties in the socio- technical systems will be executed and the latter part includes the idea of structuring and the structural organization that will be created as a result of these arrangement facilities.
Socio-technical systems create a dynamic environment. The ever changing environment will enforce systems that are reciprocally related to each other to change and to adapt. On top of this, there will also be some changes in the environment itself. We call the ability to adapt to changes in both itskef and the surrounding environment as "elasticity". The corporations have to be elastic and flexible in order to avoid an end similar to suffocating due to the lack of ventilation.
On the other hand, as many people working together and lots of work is being repeated in the socio-technical system, it is required to set rules that everybody will obey in a monotonous manner, to avoid forming ad hoc decisions by these rules in a regular for, in other words, it is required to protect the system from anarchy and stabilization.
The concepts of elasticity and stability principles that are conceptually conflicting, also create a dilemma in real world application. The sustainable long-term success of enterprises is an application of combining two principles at an optimum level.
